Can Tho: Vinh Thanh Industrial Park (Phase 2) to Develop Intensively Based on Regional Potential and Advantages

(Construction) - The People's Council of Can Tho City has just issued Resolution No. 27/NQ-HĐND approving the 1/2000 scale subdivision planning project of Vinh Thanh Industrial Park (Phase 2), Can Tho City. Accordingly, this industrial park will cover an area of about 559.86 hectares, with diverse industries planned, including sea port logistics, inland ports, warehouses, and storage yards, attracting around 25,000 to 32,000 workers.

The 1/2000 scale subdivision planning project of Vinh Thanh Industrial Park (Phase 2), located in Vinh Trinh and Vinh Binh communes, Vinh Thanh district, Can Tho city, is bounded as follows: The northwest borders the safety corridor of the Lo Te - Rach Soi expressway and Vinh Thanh Industrial Park (Phase 1), Vinh Trinh commune; the southeast borders the existing residential area and agricultural cultivation area of Vinh Binh commune; the southwest borders the agricultural cultivation areas of Vinh Trinh and Vinh Binh communes; and the northeast borders the agricultural cultivation areas and residential areas of Vinh Trinh and Vinh Binh communes.

Vinh Thanh Industrial Park Phase 2 is an industrial park that will develop intensively based on the region's potential and advantages, forming an industrial park with synchronized, modern technical infrastructure, sustainable development, and environmentally friendly features. It will flexibly meet diverse land use scale needs to attract a variety of industries (heavy industry, high-value-added industries, supporting technology, construction investment industries, port exploitation, logistics services, etc.), forming an industry-linked cluster within the industrial park, facilitate the development of related industries such as factory design, construction, and others.

Additionally, it will combine with other industrial parks (existing and planned) to create an industry-linked cluster within Can Tho city and the Mekong Delta region.

Accordingly, Vinh Thanh Industrial Park will be divided into the following subzones:

Industrial Production and Warehousing Park: Plots are flexibly arranged with an average area of about 3 hectares, suitable for the type and nature of industries and meeting diverse investor needs. Plots can be aggregated or divided depending on investor demand.

Industrial Logistics and Support Zone: Facilities for receiving goods, packaging, customs procedures, transportation, storage, paperwork, and coding will be arranged.

Administrative - Commercial - Service Zone: Service facilities will be arranged at four entry points of the industrial park and along the Western Ring Road, serving the needs of workers in the industrial park. These service facilities will be architectural highlights and gateways of the industrial park. Functions in this park include the industrial park management office, meeting rooms, restaurants, shops, bank branches, post offices, and health stations.

Utility Service - Accommodation Zone: Facilities for experts and workers to temporarily stay or reside within the industrial park will be built. Technical infrastructure works will be arranged at reasonable, economically effective locations within the construction planning.

Green Space and Water Zone: A green belt will be arranged to separate the industrial park from existing residential areas and planned residential areas, in accordance with the general planning orientation and current regulations on green belts in industrial parks. Green areas will also be arranged along canals and streams that function for water circulation and supply for nearby agricultural areas, providing relaxation and leisure spaces for workers in the industrial park.

The industrial park project land of 540.58 hectares includes: 320.49 hectares for industrial production and warehousing (59.29%); 25.80 hectares for industrial logistics and support (4.77%); 38.35 hectares for administrative - commercial - service - accommodation (7.09%); and 19.28 hectares for non-project industrial park land. District Road 47 will be upgraded according to the planning into the Western Ring Road.

The plots planned for industrial production and warehousing in the industrial park will have specific land use criteria (building density, building height, setbacks, and land type ratios) ensuring compliance with QCXDVN 01:2021/BXD and safety and environmental hygiene distance requirements for adjacent areas.

The People's Council of Can Tho City assigns the People's Committee of Can Tho City to implement this Resolution according to the functions, tasks, and powers prescribed by law.
