The project forecasts the population size of Ho Chi Minh City to be 13 million people by 2040, 14.5 million by 2050, and 16 million by 2060.
Regarding urban development orientation, Ho Chi Minh City plans to form and develop five subregions, including: Central Urban Area; Eastern Urban Area; Northern - Northwestern Urban Area; Western Urban Area; and Southern Urban Area.
The Central Urban Area includes Districts 1, 3, 4, 5, 6, 8, Binh Thanh, Phu Nhuan, Tan Binh, Go Vap, Binh Tan, and part of District 12, with a total area of approximately 17,000 hectares.
The Eastern Urban Area includes Thu Duc City, with a total area of approximately 21,000 hectares. The Northern - Northwestern Urban Area includes Cu Chi and Hoc Mon Districts and part of District 12, with a total area of approximately 58,500 hectares.
The Western Urban Area includes most of Binh Chanh District, with a total area of approximately 23,300 hectares. The Southern Urban Area includes the Can Gio Biosphere Reserve, including District 7, Nha Be District, Can Gio District, and part of Binh Chanh District, with a total area of 93,300 hectares.
Regarding transportation, the project is based on the addition of the transportation development plan of the Southern Key Economic Region and five national specialized transportation plans.
Specifically, Ho Chi Minh City plans to add road connections to strengthen its central position, such as extending Nguyen Huu Tho road, connecting the coastal road in Tien Giang; connecting with Long Thanh Airport; connecting with Dong Nai Province; connecting railway lines, etc.
The project also identifies areas for urban development oriented along public transport (TOD) along the metro lines and Ring Road 3.
