Minister said: In order for the Politburo's Resolution 06 -NQ/TW to come to life, on 11/11/2022, the Government issued Resolution No. 148/NQ-CP promulgating the Government's Action Plan. The Government implemented Resolution No. 06-NQ/TW, on the basis of closely following the viewpoints, goals, tasks and solutions set out in Resolution 06-NQ/TW in order to build and develop urban areas in Vietnam.
Accordingly, by 2030, accelerate the speed and improve the quality of urbanization, develop sustainable urban areas according to networks, form a number of urban centers, smart dynamic urban chains connected to the region and world. The institutionalization of policies on planning, construction, management and sustainable urban development has been basically completed. Urban technical infrastructure, especially frame technical infrastructure and essential social infrastructure, is built and developed synchronously and modernly. Economic growth in urban areas is fast, efficient and sustainable. The quality of life in urban areas is high, ensuring basic needs for housing and social infrastructure for urban residents. Develop modern, green, smart, rich urban architecture with unique cultural elements to be preserved and promoted.
With a vision to 2045, the urbanization rate is in the middle and high group of ASEAN and Asia. The urban system is linked into a synchronous, unified and balanced network between regions and regions, capable of coping with and adapting to climate change, preventing and combating natural disasters, epidemics, and protecting the environment. , typical architecture rich in identity, green, modern, smart. The Minister said: In terms of goals, Action Program 148 identifies 11 specific targets for the urban system; urban form and urban linkage; urbanization rate; technical infrastructure, urban social infrastructure and urban economic structure strive to achieve by 2025 and 2030.
Some important indicators such as: The rate of urbanization will reach at least 45% by 2025, and over 50% by 2030. The number of urban centers nationwide will reach about 950 - 1,000 by 2025 and about 1,000 - 1,200 by 2030.
By 2025, 100% of urban centers of grade III or higher will complete the criteria for urban classification in terms of urban infrastructure. To form a number of national and regional urban centers that achieve urban-level health, education, training and cultural norms equivalent to the average level of cities in the group of four leading ASEAN countries by the end of the year. year 2030.
The average residential floor area per capita in urban areas will reach at least 28 m2 in 2025 and 32 m2 in 2030. The urban economy contributes to the national GDP about 75% by 2025 and about 85% by 2030.
To build a network of central smart cities at national and regional levels with international connections and 3-5 cities with regionally and internationally recognized brand names by 2030.
Regarding the main tasks, the Minister said: Action Program 148 has concretized the objectives of Resolution 06 - NQ/TW with 5 main task groups and 33 specific tasks associated with the organizational plan. implementation according to the schedule.
Five main task groups include: First, unifying awareness and action on urban planning, construction, management and sustainable development in Vietnam.
Second, improve the quality of planning and planning management to meet the requirements of construction and management of sustainable urban development.
Third, invest in developing a synchronous, modern, linked urban infrastructure system that adapts to climate change. Fourth, develop specialized tasks and projects. Fifth, develop mechanisms, policies and legal documents. The Government's action plan has also set out 33 specific tasks according to the 5 main groups of tasks mentioned above.
This is the basis for ministries, ministerial-level agencies and localities to develop programs and action plans of each ministry, agency and locality according to their assigned functions and tasks and organize the implementation. decisively, synchronously, effectively, striving to achieve the highest set of goals" - Minister Nguyen Thanh Nghi emphasized.
Regarding implementation organization, central and local ministries and branches are required to study, master, focus on directing, inspecting and urging the implementation of Action Program 148.
Accordingly, the Ministry of Construction is assigned to be the focal agency to coordinate with ministries and local authorities in synthesizing, proposing and developing a National Action Program on urban construction, renovation, embellishment and reconstruction. Urban Development; To assume the prime responsibility for, and coordinate with ministries, branches and localities in, coordinating, inspecting, urging and supervising the implementation of targets as required by Resolution 06-NQ/TW in the provinces and cities; Lead and guide localities to implement the Action Program, synthesize recommendations and proposals to report to competent authorities.
