Economic growth rate to reach an average of 10% per year in the period 2021-2030

The decision specifies the general objective that by 2030, Binh Duong will become a centrally governed city; one of the dynamic and comprehensive development centers of Southeast Asia; leading in science, technology, and innovation; a center of modern industrial services; with a synchronized, modern, intelligent, and sustainable socio-economic and urban infrastructure system according to the green growth model, adaptable to climate change, with a protected ecological environment. Improve the quality of life for residents, build a prosperous, civilized, and modern society; ensure national defense, security, and social safety and order.

Specific economic objectives

The specific economic growth target for the period 2021-2030 is an average growth rate of about 10% per year, with per capita GRDP in 2030 reaching about $15,800 USD; economic structure by 2030: Industry and construction sector accounting for 64%; service sector accounting for 28%; agriculture, forestry, and fisheries sector accounting for 2%; product taxes minus subsidies accounting for 6%; urbanization rate of 88-90%; digital economy's share reaching 30% of GRDP.

Population by 2030 is projected to be 4.04 million (with the official population being 3.48 million; converted population being 0.56 million); the rate of trained labor reaching over 87%, with 40% having qualifications; the rate of schools meeting national standards over 80%; 19 doctors per 10,000 people; 35 beds per 10,000 people; over 95% of the population participating in health insurance; multidimensional poverty rate below 1.0%...

Five key tasks and development breakthroughs

To achieve these goals, the Plan sets out five key tasks and development breakthroughs including:

First, regional cooperation and development

Binh Duong needs to coordinate with national, Southeast region, and neighboring local development programs to expand transportation connections, particularly connections to seaports (Cai Mep Thi Vai, Can Gio), international airports (Tan Son Nhat, Long Thanh), international border gates (Moc Bai - Tay Ninh, Hoa Lu - Binh Phuoc); connections in science and technology and human resources to drive a new development ecosystem transformation, connecting the development space of the southern economic corridor, and cooperating to develop eco-urban corridors along the Saigon River, Dong Nai River.

Particularly the international connectivity infrastructure system to enhance the position, participate in the global production and service chain, becoming a preferred destination for global enterprises in the industrial, high-tech, and industrial service fields.

Second, innovation in development ecosystem

Successfully transform the growth model from extensive to intensive through modern innovation, science, and technology, along with widespread digital transformation in production and management, enhancing growth quality and efficiency.

Develop a new ecosystem focused on innovation with adequate preparation of land funds, technical and social infrastructure. Focus on developing high value-added industries and sectors, reducing production costs, proactively producing and exporting goods with high technology applications, fully exploiting the province's outstanding potentials and competitive advantages.

Third, social development and human resources

Train and improve the quality of human resources, promote the development of cultural industries, build breakthrough mechanisms to attract and utilize talent. Build an education foundation, train human resources with a connection between the State - schools - enterprises.

Create an educational ecosystem starting from primary education according to modern, advanced educational models and methods. Build learning environments at all levels linked with enterprise and market human resource needs.

Train knowledge linked with personal development support, research, enterprise building, incubate, develop startup ecosystems, and innovation. Increase investment in cultural development as a driver for economic development, ensuring all citizens have access to, and enjoy advanced, modern cultural and social services.

Fourth, green development in Binh Duong

Develop a green economy (green production, green consumption, green transportation, green infrastructure, green urban, green rural, environment...) led by science and technology, creating a harmonious economy between people, nature, and society.

Develop green urban spaces, beautiful and attractive green infrastructure to become characteristic images of Binh Duong urban areas. Focus on investing in solutions for sustainable ecological environmental protection, developing renewable energy systems, recycling waste, and treating wastewater...

Fifth, development of dynamic spaces

Divide the entire province into three dynamic space areas: Area 1 (including Thuan An city and Di An city): Urban reconstruction and renovation; relocate outdated, polluting industrial production facilities to the north of the province. Use the spatial surplus for new urban models following TOD orientation and supplement social infrastructure to make Thuan An and Di An modern, high-quality living urban areas.
