Maintain the current system of educational institutions, continue to renovate and upgrade the school system, ensuring teaching and learning standards in the planning period. Upgrading the district general hospital to 450 beds; develop medical facilities (general and specialized clinics) in new urban areas.
To build a new cultural center of the district according to the general plan of Hau Loc town, cultural and physical training works in new urban centers meeting the criteria of being the center of socio-economic sub-regions in the district. .
Orientation for economic infrastructure development
Developing spiritual and cultural tourist attractions at Ba Trieu Temple, Sung Nghiem Pagoda, Le Huu Lap Memorial Area, Diem Pho Pagoda; eco-tourism, marine tourism in Lach Sung, Lach Truong and Hon Ne island.
To build the main regional trade center in Hau Loc town, regional trade and service centers in 3 new urban centers. Continue to upgrade regional markets (township Afternoon Market, Hoa Loc Nghe Market, Hoa Loc Market, Diem Pho Market) and open new markets in places of need according to the approved market planning.
