Characteristics: An important coupling area between the Northeast and the Central region of Thanh Hoa province through the North-South development corridor along National Highway 1A and linked with the coastal corridor; is one of the gateways to the sea of the Northeast through provincial roads 526 and 526B.

Key development directions: Developing marine economy, cultural tourism associated with traditional craft villages; develop processing, manufacturing, handicraft and aquatic products processing industries; aquaculture and fishing.

Developing spiritual and cultural tourist attractions at Ba Trieu Temple, Sung Nghiem Pagoda, Le Huu Lap Memorial Area, Diem Pho Pagoda; eco-tourism, marine tourism in Lach Sung, Lach Truong and Hon Ne island.

To build the main regional trade center in Hau Loc town, regional trade and service centers in 3 new urban centers. Traffic infrastructure planning in Hau Loc district

To develop the national highway system in the locality with at least grade III plain roads, 4 lanes; upgrade the system of provincial roads up to grade IV road standards. The district road system continues to invest in renovating and upgrading to meet at least grade IV plain road standards.

Investing in planning new roads: extending DT.526B route to the northwest, crossing the Len River and linking with National Highway 217 (Ha Son, Ha Trung district); The extended route DT.526 crosses the Len River and connects to National Highway 217 (Ling Toai, Ha Trung district).

Waterway: The Len river route, the section from Lach Sung estuary to Do Len bridge, reaches grade 1 scale - inland waterways, allowing ships of 1,000 tons in and out; De canal upgraded the inland waterway from level 4 to level 3, receiving ships of 300 tons.
