Approval of the Southeast Vietnam Regional Planning until 2050

Prime Minister Pham Minh Chinh has recently signed Decision No. 370/QD-TTg dated May 4, 2024, approving the regional planning of Southeast Vietnam for the period 2021 - 2030, with a vision towards 2050

The planning scope of this region includes the entire administrative boundaries of Ho Chi Minh City and five provinces: Dong Nai, Binh Duong, Ba Ria - Vung Tau, Binh Phuoc, and Tay Ninh.

By 2030, Southeast Vietnam aims to become a modern region with developed industries.

The planning objective until 2030 is for Southeast Vietnam to become a civilized, modern region with developed industries, surpassing the threshold of high income, leading the nation in material and spiritual life; being the largest growth engine nationwide, dynamic and fast-growing; a center of science, technology, and innovation, high-tech industry, logistics, and a highly competitive international financial center in the region. It leads in innovative growth models, digital transformation, development in cultural, social, educational, healthcare sectors, green economic development, low carbon emissions, and climate change adaptation. Rapid development of green, smart, modern urban systems.

 

Southeast Vietnam is the pioneer in digital economy, digital society, the economic, financial, commercial, cultural, educational, scientific, and technological center of the country; an international financial center, home to international financial institutions, and major global economic conglomerates; holding a prominent position in the Southeast Asian region and developing on par with major cities in Asia.

The average GRDP growth rate reaches 8 - 9% per year.

In terms of economy, Southeast Vietnam strives for an average GRDP growth rate of about 8 - 9% per year during the 2021 - 2030 period. The per capita GRDP at current prices is expected to reach around 380 - 420 million VND, equivalent to 14,500 - 16,000 USD.

 

The service sector accounts for about 41 - 42% of GRDP; the industrial and construction sector accounts for 45 - 46% (with processing and manufacturing industries alone accounting for about 33%); agriculture, forestry, and fisheries account for 2 - 3%; product taxes minus subsidies account for 10 - 11%.

In terms of society, the Human Development Index (HDI) is expected to exceed 0.8. The proportion of trained labor with certified qualifications is around 40 - 45%; the unemployment rate is maintained at below 3%...

By 2050, Southeast Vietnam will have a modern and synchronized infrastructure.

The total GDP growth rate over the region (GRDP) during the 2031-2050 period is expected to reach about 7.5% per year, with a per capita GRDP reaching about 54,000 USD by 2050.

Key tasks and breakthroughs in the planning period

Southeast Vietnam will promote economic restructuring linked to innovative growth models, making breakthroughs in productivity enhancement based on science, technology, innovation, and digital transformation. Developing some modern industries and services to become new growth drivers such as semiconductor industry, chip production, financial services (linked to the establishment of an international financial center), logistics.

 

Establishing a basic framework of synchronized, modern, and smart infrastructure, focusing on transportation infrastructure, urban infrastructure, energy infrastructure, digital infrastructure, social infrastructure, irrigation infrastructure, natural disaster prevention, and climate change adaptation. Fundamentally solving traffic congestion, flooding, and environmental pollution. Promoting urban development linked to the development direction of public transportation systems (TOD).

 

Concentrating on developing the dynamic Southern region (national dynamic region) into the leading economic center of the country and the Southeast Asia region. Building a modern, smart Ho Chi Minh City, leading and creating spillover effects, connecting urban areas, sufficiently competitive, integrating regionally and internationally, playing a crucial role in the urban network of the region.

 

Establishing and developing economic corridors, with priority given to the North-South economic corridor, the Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor, and industrial-urban-service belts linked to the beltways 3, 4 of Ho Chi Minh City; effectively connecting seaports, airports, international border gates, major trading hubs, urban areas, economic centers, and serving as a basis for restructuring the development space of the region.
