Answering the press about the current real estate market problem, Mr. Nguyen Manh Khoi - Deputy Director of the Department of Housing and Real Estate Market Management said that in 2021, the Ministry of Construction will report to the Prime Minister on the real estate market. Accordingly, the real estate market in 2021 still has the phenomenon of being pushed up, especially the price of land plots in some areas is expected to go to the district, and the traffic infrastructure will pass through. In which, apartment houses increased by 5-7% on average, individual house prices in some places increased by 30%. The reason for the increase in real estate prices is that the credit adjustment is not good, the market information is not timely, so there is a situation of price blowing.

In recent years, the Ministry of Construction has issued many documents urging and directing localities to strengthen control of the real estate market, and at the same time, with the rapid intervention of local authorities, up to the present time. , the real estate market compared to the same period in 2021 and compared to the fourth quarter of 2021, many places "cooled down".

 

In particular, for the content of social housing and housing for workers, the Ministry of Construction has proposed many solutions, including increasing supply for the real estate market. From now until the end of 2022, the Ministry will continue to boost the supply of social housing and worker housing to meet the housing demand for people.

Information about the projects, Deputy Director General Nguyen Manh Khoi said that, as of April 2022, the whole country had 339 social housing projects, housing for workers being built. Currently, many localities have been actively implementing a series of social housing and worker housing projects. Specifically, there have been 11 social housing and worker housing projects with a scale of about 25,800 units implemented. In which, social housing currently has 8 projects, equivalent to about 22,000 units, worker housing is 3 projects with a scale of more than 3,500 units in the provinces of Quang Ninh, Bac Ninh, and Ho Chi Minh City.

Thus, after having Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly and Resolution No. 11/NQ-CP dated January 30, 2022 of the Government, the Ministry of Construction actively took the initiative to participate in and establish an interdisciplinary working group to work with 11 provinces and cities on the progress of building social housing and housing for workers.

Regarding the preferential capital for the development of social housing and worker housing, Mr. Khoi emphasized, the Ministry of Construction has issued a document directing the provinces, which are synthesizing and sending the list of projects to the Ministry of Construction. announced and after the Ministry announced, the State Bank will lend and enjoy 2% interest rate support. According to Article 49 of the Law on Housing 2014, there are about 10 subjects eligible to buy, rent-purchase social housing and get loans from this incentive package. As for the issue of real estate bond issuance, according to Mr. Nguyen Manh Khoi, from the perspective of State management, the Ministry of Construction has coordinated with the State Bank and the Ministry of Finance to propose solutions. Recently, there has been a phenomenon of bond issuance exceeding the targets and regulations.

Accordingly, the capital market and real estate bonds are closely related. When adjusting capital or bonds, it will affect the real estate market. Therefore, it is necessary to have specific regulations to issue bonds in a stable manner, avoiding the hot development situation like the past.

Regarding capital mobilization, currently real estate businesses mobilize from many different sources of capital, however, they depend a lot on credit capital. The Ministry of Construction has proposed to adjust and strictly control capital flows, in which priority is given to projects with high feasibility, projects with quick supply.

Answering questions related to planning adjustment, Chief Inspector of the Ministry of Construction Nguyen Ngoc Tuan clarified the contents related to violations in planning adjustment, raising floors, occupying green areas around the route.
