The program was chaired by the Central Propaganda Department and coordinated with the General Department of Politics of the Vietnam People's Army to organize at 2 bridge points, the Military Radio and Television Center (Hanoi) and Cam Ranh International Port. However, seas and oceans are facing unprecedented traditional and non-traditional security challenges such as piracy, smuggling; unilateral actions in violation of international law; Climate Change; overexploitation of marine resources; Ecosystems and marine environments are polluted and degraded, especially plastic waste, even plastic waste appears in the deepest living fish of the ocean...
That is causing serious consequences, both immediate and long-term for humanity, threatening the survival of many countries, peoples and communities. How many times has the ocean been "angry" because of human behavior, many rare marine species have forever left us forever. This situation is still ongoing, many species will continue to disappear if we do not act promptly and effectively.

Prime Minister Pham Minh Chinh said that it is necessary to urgently establish and implement a regional and global cooperation mechanism, share data, consolidate and perfect policies on the conservation of ecosystems and environmental protection. and sustainable exploitation of marine resources in a substantive and effective manner, coupled with the protection and restoration of marine and coastal ecosystems.
Ensuring a peaceful, stable and secure environment at sea on the basis of compliance with international law, especially the Charter and the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982), respect for sovereignty and interests and legitimate economic activities of countries.
Along with that, settle disputes by peaceful means in accordance with international law; respect for diplomatic and legal processes; ensuring freedom, safety and security of navigation and aviation at sea; comply with regulations on fisheries cooperation mechanisms in the world to which coastal countries are members, principles of the Code of Conduct for Responsible Fisheries of the Food and Agriculture Organization of the United Nations.
The head of the Government affirmed that, as a maritime country seriously affected by climate change and sea level rise, Vietnam has been showing a strong determination to join hands with the international community towards the ocean. green, green planet, peace, stability, cooperation and co-prosperity, efforts to act, respect and comply with international laws and conventions; actively participate in bilateral and multilateral mechanisms; actively promote regional and international cooperation activities on seas and oceans.
Vietnam commits to strictly implement its international obligations; cutting emissions, responding to climate change; ensuring maritime security and safety; settle sea and ocean disputes through peaceful means, in accordance with international law. Resolutely and persistently protect the legitimate rights and interests of Vietnam; protect the independence, sovereignty, unity and territorial integrity of the Fatherland; at the same time respecting the legitimate rights and interests of other countries.
Vietnam will implement the Party's resolutions, the State's laws, and the direction of General Secretary Nguyen Phu Trong on sustainable development of the marine economy in association with ensuring national defense and security, and firmly protecting its sovereignty.
