According to Decree 15/2021/ND-CP, businesses and organizations must meet specific competence requirements to participate in construction activities. The types of construction company competence certificates include:
1. Construction of civil engineering works.
2. Construction of industrial facilities, including those involved in industrial production processes and those serving production within industrial zones.
3. Construction of transportation infrastructure (bridges, roads, tunnels, ports).
4. Construction of agricultural and rural development works (irrigation, dykes).
5. Construction of technical infrastructure.
6. Construction of water supply and drainage systems.
7. Installation of equipment in civil and industrial works.
8. Construction of power lines and substations ranging from 35KV to 500KV.

According to Clause 32, Article 1 of Decree 100/2018, which amends and supplements Article 65 of Decree 59/2015/ND-CP, organizations involved in construction work must meet specific conditions for each category of competence certificate as follows:
- Individuals holding the position of site manager must meet the requirements and standards for a Category I site manager, suitable for their field of expertise.
- Individuals responsible for construction in specialized fields must have a university degree or vocational college diploma relevant to their work, with at least 3 years of experience for a university degree or 5 years for a vocational college diploma.
- Technical workers performing tasks must have diplomas or certificates of professional training relevant to the competence certificate application.
- The organization must have the capability to mobilize sufficient machinery and equipment to meet the requirements for constructing works according to the tasks undertaken.
- The organization must have directly carried out work on major construction projects related to the Category I competence certificate application, involving at least one project of Category I or two projects of Category II or higher of the same type.
- Individuals holding the position of site manager must meet the requirements for a Category II site manager, suitable for their field of expertise.
- Individuals responsible for construction in specialized fields must have a university degree or vocational college diploma relevant to their work, with at least 1 year of experience for a university degree or 3 years for a vocational college diploma.
- Technical workers performing construction tasks must have diplomas or certificates of professional training relevant to the competence certificate application.
- The organization must have the capability to mobilize sufficient machinery and equipment to meet the requirements for constructing works according to the tasks undertaken.
- The organization must have directly carried out work on major construction projects related to the Category II competence certificate application, involving at least one project of Category II or higher or two projects of Category III or higher of the same type.

- Decision on the recognition of specialized testing laboratories: For organizations applying for competence certificates for construction surveying, or a contract with a recognized specialized testing laboratory.
- Professional certificates or registered license numbers: For positions requiring professional certificates under the Construction Law 2014, along with educational qualifications of involved personnel.
- Existing competence certificates: For cases requesting adjustments in competence certificate categories.
- Diplomas or certificates of professional training: For technical workers, in cases where the organization applies for a construction competence certificate.
- Contracts and completion records: For significant tasks carried out as per the registered details.

To obtain a construction company competence certificate, organizations must follow these specific steps:
Complete the application form and submit it to the relevant competence certification authority, either online or in person. Required documents include:
- Application form as per Decree 100/2018.
- Copy of business registration certificate or decision on establishment.
- Description of experience and completion records of finished construction projects.
- List of experience, certificates of staff, and contracts of key personnel.
- List of available machinery and equipment.
- Application form for construction competence certificate.
- After receiving the application, the authority will review its validity. If the application is complete and valid, the construction company competence certificate will be issued within 20 days.
If additional information or corrections are needed, the authority will notify the organization to make the required adjustments. This process ensures that only organizations meeting all criteria are granted certificates, thereby ensuring quality and credibility in construction activities.
